James Girard is senior partner of Cook Hill Girard Associates. Girard developed expertise in public policy while serving for eight years in the Minnesota legislature and as Commissioner of Revenue from 1996 through 1998. This unique perspective as well as relationships with legislators and key staff in various state agencies provides valuable insight and access to clients.

Girard was appointed to the position of Commissioner of Revenue by Governor Arne Carlson while serving in his fourth term in the Minnesota House of Representatives. He led all aspects of the Department of Revenue, a major state agency responsible for tax policy and all tax revenue collection in the state.

Girard has been recognized as a leader in numerous successful public policy initiatives including bipartisan legislation to reform the workers compensation system and amendments to the wetlands reform bill. Girard served on a variety of committees in the House of Representatives, including Taxes, Labor-Management Relations, Agriculture, Financial Institutions, Economic Development, and Higher Education Policy. Girard was elected by his peers to serve on the House Republican Caucus Executive Committee.

Girard has been recognized as a leader who can form bipartisan coalitions to accomplish legislative goals, particularly on issues related to business and agriculture. Girard's comprehensive leadership experience includes a unique ability and expertise in developing linkages between government and business.
